Project Overview


Executive Summary

The project entitled as “Promotion of Sustainable Governance through Advancing Human Rights, Dignity and Socio-Economic Empowerment of Dalits at Dhangadhi Sub-Metropolitan in Nepal-PAHAL” has been designed to contribute advancing the dignified life of Dalits or their socio-economic transformation through accountable, transparent and democratic governance system with active participation of civil society organizations. The overall objective of the project will be achieved by following outcomes as; o Strengthened capacity of elected representatives and local government bodies on social accountability tools and techniques o Increased the meaningful participation of Dalits in decision making forums to end social discriminatory practices and access services resources through legal awareness and strengthening democratic institutions o Improve access of Dalits focusing youth and women in employability for their resilient livelihood options through promoting economic governance. The project will be implemented in all 19 wards of Dhangadhi sub-metropolitan city at Kailali in Sudurpaschim with the financial support of The Asia Foundation. province targeting Dalits, The project will contribute advancing the core themes of South Asia Small Grants Program (SASGP) as increasing public sector and accountability and transparency, Strengthening democratic institutions through People's Participation and Rule of Law and promoting economic governance. The project will be implemented for the period from 19 November, 2020 to 18 January, 2022.

Goal: Contribute advancing the dignified life of Dalits or their socio-economic transformation through accountable, transparent and democratic governance system with active participation of civil society organizations

Outcomes:

  • Strengthened capacity of elected representatives and local government bodies on social accountability tools and techniques
  • Increased the meaningful participation of Dalits in decision making forums to end social discriminatory practices and access services resources through legal awareness and strengthening democratic institutions
  • Improve access of Dalits focusing youth and women in employability for their resilient livelihood options through promoting economic governance

Outputs:

  • Increased capacity of local government bodies on social accountability tools
  • Right holders and duty bearers sensitized towards pro-poor and gender sensitive planning and budgeting
  • Local government mechanisms are strengthened and functional
  • Ward level audit reports are released to public
  • Enhanced capacity of right holders for identifying advocacy issues and evidences
  • Strengthened capacity of the right holders to meaningfully participate and influence in decision making process
  • Produced knowledge of Dalits on major constitutional provisions
  • Strengthened capacity of elected Dalit women, rights activists and member of judicial committee for functional legal justice mechanism
  • Policy makers and duty bearers are well informed on qualitative data regarding the socio-economic status of Dalits.
  • Increased duty bearers' capacity to fulfill their responsibilities and obligations
  • Increased capacity of target groups in accessing employment opportunities for their better livelihood options
